I think the example is trying to optimize for readability to show that it can be pretty intuitive, but I think you're right.
I think this also illustrates why you don't want to have a financialized economy like in the west. If the economy is based around industry then that industry is going to stay in the country even if the rich leave. Then it can be nationalized, turned into cooperatives, or whatever.
Yeah the fact that SA doesn't agree with the west politically totally justifies holding their delegation hostage. Thank you for your insightful comment.
edit: presumably downvoters think it's normal behavior for countries to do this sort of thing, if this is the way the west is going to keep acting on the world stage then life is going to get very hard for westerners
