Not really. If the admins of that instance don't want to federated, that's their prerogative. They'll gain or lose users based on that decision. The beauty of the fediverse is that it's all on a voluntary basis. If beehaw decides to federate with a small cluster of other instances, then they'll have their own niche just like the current internet.

The FCC rules will force ISPs to accurately describe fees in labels given to customers, but Comcast said it wants the FCC to rescind a requirement related to "fees that ISPs may, but are not obligated to, pass through to customers." These include state Universal Service fees and other local fees.
Then how about you just itemize those fees as well and write "N/A" or "not charged" on the customer's bill, Comcast? For fuck's sake, it's not that difficult.
