As far as I'm aware defederation is one way. If instance 1 defederates instance 2 it means they won't accept posts, comments or any other data from the instance 2. But instance 2 is still capable of viewing the data from instances 1 much like an unlogged in user
Looking at lemmy.ml/instances I dont see lemmy.world in the blocked list. I don't think either has defederates the other. Are you thinking of Beehaw?
Mastodon instances are technically able to interact with lemmy instances. Both platforms use the ActivityPub protocol. The issue for your average user is the UI frontend of the platforms don't have anyway of doing the correct queries or display the information from each other. But if you use alternative interfaces, I think it's basically just all command line utilities at the moment, you can view content and post across them. There should be some other platforms able to do this as well.
Here is the list of all instances federated or blocked by lemmy.world. I couldn't see defederation or blocking instances in the modlog so there might not be a log with reasons.
As for rules. I'm just checking what each server a given community is on. Most things are only on a handful or instances. If a community keeps popping up on a feed from a community on a server I don't like, I just block the community. I'll probably keep doing that until user level blocking of instances is implemented.

Bangladesh is definitely invited to the summit in South Africa in August. But for the rest of it all I can say is it seems Bangladesh and BRICS are aligning towards each other. The goal of this alignment could be Bangladesh joining but countries are very deceitful on the international stage.
This could be posturing by either side for a variety of goals. Such as trying to get a lesser agreement by starting with with a large proposal and walking back slowly in negotiations, attempting to get concessions from a third party by threatening to take an action they dont like, shaping perception the relationship between the countriesnor something subtle and not as obvious.
Overall my opinion is countries do a lot of posturing and talk with no intention of actually following through. Until I see actual concrete action towards a goal I'm not going to trust countries to state their goals.
I think it's next to impossible to write a guide on how to transition. It's so multidimensional and personalized that any guide saying do x, y and z is going to be wrong for someone. But maybe something very, very general can be written.
You've actually been at this longer than me so maybe you have a better idea of what transition is to you but I split mine into three broad categories; mental, social and medical.
Mental transition is working on how you view yourself and how you fit into the world. For me it mainly involves reflection on what exactly do I want, how do I get it, and why haven't I. Usually unpacking internalized transphobia for me but also involves integrateing 'girl me' me into my view of myself. Slots in with medical transition in that you may want to talk to a therapist to assist you with it and helps you decide if and how you want to medically transition. Fits in with social transition in it is how you decide to transition and overcome inhibitions to transition. Maybe the hardest easy thing to do.
Social transition is changing how you interact with the people and the world around you. Probably the first thing most people think of when they say transition. Covers a huge range of things like how you groom yourself, clothes, pronouns, voice training and many many more. How, when and why someone does one thing or another is going to be very personal and specific to them.
Medical transition is basically anything you need a doctor to help you with. I include feminizing HRT here even though you could technically do it by yourself in a lot of jurisdictions. I would also include any mental health consoling here. My advice here is to basically get in line the second you have an inkling that you are going want or need help from the medical community. The wait times for it can be months or years depending on location. If when you get to the front of the line and decide you don't want anything you can always decline and they'll go to the next person.
