I work in construction so I'll offer my expert opinion. Generally, when the entire front facade of a building is unsecured and falling down that would be considered unsafe. Of course that varies from jurisdiction to jurisdiction

It would be cool if, like you suggested, it also had some hidden practical purpose, but I think it was just what it was.
So in order to go inside the house... do you just... fall in the door? Or is it more like a basement door, with stairs inside it?
