Mikhail Parakhin revealed on Twitter that they are now testing this feature on 5% of all searches.

Microsoft's search engine platform is piloting advancements in image recognition. This new feature will allow users to upload images and ask questions related to these images. Currently, this functionality is undergoing a cautious testing phase on 5% of all searches to ensure safety, alignment, and quality before a broader rollout.
