Candy cane rave/candy land goth. Bands of bright colors on black make me think of candy land for some reason.

These people were perceived as just as strange back then as they are today. That's not necessarily an insult, but it's not really a compliment either.
That's just 1990s goth rave, gothcore, or technogoth. If you search "Goth Melbourne Shuffle" you'll probably find some videos.
