Apartments are, for the most part in the US at least, very poorly regulated such that they are figurative card board boxes and not homes. The serfs, oh sorry Wage Slaves, don't own their accommodations and thus it isn't a their home any more than the person in a cardboard box in a back alley. The construction is barely thicker and certainly no more private than the cardboard box in the back alley. People deserve better.

No it definitely is your problem, if you're in a public space like a park and hearing someone play a video on their phone tilts you then uh.. that's what I would define as unstable.
Until someone comes and takes your phone to throw it in the bush because you're being an asshole, then it's your problem.
If I wanted to hear music I would go see a show, of I wanted to watch a movie or documentary I would watch one at home, if I wanted to watch a tiktok influencer I would throw myself off a bridge.
Wear headphones, you share this world with others, it's basic courtesy not to impose yourself or your taste in entertainment on them.
Then there's a perfectly good mute button or volume slider you can set to 0 when in the presence of others.
When I hear someone browsing TikTok videos, it just sounds like 5 second commercials to me. It's quite annoying to listen to.

I have my doubts because I've listened to 'little drummer boy' played by an amateur bagpipe band in what's basically a parking garage.
Back in the days before smartphones, it was being in the same room as someone choosing a ringtone
If I were motivated to do so, I could set up a room microphone while having someone browse TikTok, then compress the shit out of the recording to bring out the details, and make harsh noise out of that recording.
So I think noise musicians can approach the auditory torture of existing in a room with a TikTok viewer, but as a gesture of goodwill have held back their full power...

With noise music I can just, turn it off, and the track has a set length and will end eventually.
Person scrolling tik tok next to you? Feels awkward to approach them and tell them to stop. Some videos loop a short tune, some videos just keep looping as they read the text on the screen, obnoxious constant high energy voices beam from the speakers, and there is no end in sight, no rest, you never know if their next video has a wall of text forcing you to listen to the same sentence/melody 10 times in a row, or if they'll skip something mid sentece. It's a constant auditory nightmare
