I just think WH40k kind of fails as satire because the type of storytelling they need to do is basically incompatible with satire. Like they have this long running universe with sure this evil fascist state, but contrasted against literal gods of death and decay and demons, which naturally makes even the fascists seem good in comparison. Also you publish like 60 books a year about the adventures of space marines from a variety of authors that clarity of satire is going to be lost rather quickly.
Star Wars is meant to be lighthearted and mostly for kids, but there definitely is some critique of empire, and like The Emperor manipulating war to gain power was partially inspired by George Bush during the Iraq war.
Mass Effect is kind of interesting because they do deal with some issues relevant to real world politics, particularly like the way the genocide of the Krogan is justified and carried out, but it also does silly shit like having species of aliens who are always bad guys.

You could do a lot worse than the sort of Mike Duncan thesis that revolutions only happen when a country’s leadership has completely failed in some major way. Even if you are some weird Russian monarchist, why would you like the guy who completely failed during the Russo-Japanese war, was doing an awful job managing World War 1, and then got his shit wrecked by a bunch of scrappy communists.
