Ubuntu 24.04.1 point-release delayed until August 29

The first point-release of an LTS is the official time when we switch on release upgrades for users of the previous LTS. While preparing for 24.04.1, originally planned for Thursday August 19th, a few high-impact upgrade bugs have been brought to our attention.
