On one hand, I tend to agree: at the beginning of the movie I would've put him at true neutral.
On the other hand, the position fits because ACAB (regardless of him being depicted as a good guy in fiction).
Nick was running a small scale scam (getting elephant ice cream on the cheap, turning it into popsicles, selling the used popsicle sticks as redwood for construction) and loving it, no way that'd fit as true neutral.
Technically legal, questionable in every other aspect. Abusing the system for self gain sounds like a pretty clear lawful evil character.

I mean, he melts the ice cream on a roof, collects it via a gutter, refreezes it on open air. And I doubt the transportation is any cleaner.

Then, if the Popsicle sticks are actually being passed off as something they're not, that's also fraud.
I'd also say that being part of a piece of media that attempts to perpetuate the idea that cops are the good guys makes him a bad guy. I bet there have been lives ruined because that movie made some kids think they could trust cops.
