I haven't played Palworld but I'm told that you can capture people and force them to work for you. So technically the US is already ahead of this.
That is correct, you can capture mercenaries for combat, and townsfolk can be relocated to your base (although risky)
The only thing I know from palworld Is a screenshot of a bunch of pals sitting in front of a conveyer belt and another screenshot of a pal with a gun

The fee is just to "challenge" the gym master for your badge. You still have to pay the subscription to even get into the door.

I think that was literally a plot point in one of the earlier games or anime? That one will be easy to adapt, just make Team Rocket the heroes for being shrewd businesspeople and you the villain for daring to question the will of the free market.

Why wouldn't they? Team Rocket/MagmAqua/Galactic/Plasma/Flare all have pokemon fighting with them. They listen to the trainer, not the moral obligation of the society.

Pokemon in all versions of Pokemon are literal slaves. They have no free will if they are in a Poke Bowl. And depending on the movie - that free will can be overwritten again by a Psychic Type Pokemon.
Fun fact: This happens in Pokemon Sun and Moon, when Team Skull takes over one of the towns. They charge a whopping 10 Pokedollars.
