Funny enough, I wrote the beginning of a novel where China does something like this and ushers in this wave of stateless societies such that there's like 16 entities that are still identified as states. 2 of which being America (edit: 3 actually, the east tried to invade the west by marching through a Mad Max style Texas and gets thwarted by raiders), 1 being China, another being Cuba's coalition. The main protagonist has no mind for politics, so I don't have to explain why it happened.
It will be a long time, on the order of two years+, as I'm near the end stages of a draft for a different novel I intend to take all the way. But pickitit back up would be the next literary venture

My headcanon is that pretty much everything north and east of Philadelphia becomes its own state. At the very least it would have to encompass everything near and between the Boston and NYC metro areas.
