The Hong Kong motion picture rating system was established under the Movie Screening Ordinance Cap.392 on 10 November 1988, where level III films were for "Persons Aged 18 and Above Only". The Category III classification is equivalent to R or NC17 in the United States. Television and Entertainment Licensing Authority (TELA) was responsible for film classification, control of obscene and indecent articles and newspaper registration, until the Office for Film, Newspaper and Article Administration (OFNAA) takes over former TELA’s functions in 2012. Communications Authority (CA) was established on 1 April 2012 as a unified regulatory body for the broadcasting and telecommunications sectors. The Office of the Communications Authority, the executive arm of the CA, was set up by merging the former Office of the Telecommunications Authority and TELA on the same date.
