I know the apartment complex I used to live in got fined for not recycling enough.
My area has separate trucks for each type of trash (regular, recycle, compost). And fines people for throwing the wrong things in the wrong bin.
Just yesterday I was reminiscing with my wife about how TP rolls used to have no tube when we were children and how hard it was to find the center to put them on the holder.

That would be a lot of effort for a very high quality fake. In both pictures you can see the whole bottom of the trunk was raised up by the bollard poking through.
