At least the Mint live ISO doesn't have password. When you lock the OS there, you don't enter a password and just press Enter to log back in. At least I think it was the Mint ISO
Yeah I wouldn't take on hosting a public instance, especially in EU, as it comes with all sorts of legal shite

If I wanted to do powerline best I could do is get 3 rooms next to me, certainly not floor above or below me.
I think the enforcement would come with insurance when your house burns down, they can point at "unlicensed" cables
